What parts do I need to...

...change out my 9-speed Shimano LX touring crankset (48-38-28) with a 10-speed Truvativ Elita cross crankset (48-34). Both are external bearing cranks. Will I need to put 9 speed chainrings on the Truvativ? Will I need to get a 10 speed chain if I keep the 10-speed chainrings? I think I'm ok with shifter (Dura Ace bar end shifters) and FD (LX with 48T capacity).

10-speed-compatible chainrings will work fine with 9-speed chain, assuming you're using a 9-speed system. The chain should match the number of gears on your rear wheel (cassette), not the official width of the chainrings.

As for the tools to remove the external-bearing cranks, I don't know exactly b/c I've not worked with external-bearing cranks, but I think the tools are pretty straightforward. Check out Park Tool's instructions:
