Pedeling but not going anywhere

I have a Raleigh Citysport that will not move. The crank will move both forward and backward. The rear sprockets turn however it is not ingaged to turn the wheel. This bike has been stored for 3 years. I got it out and cleaned it up this weekend, but its not moving. Any infomantion will help out a bunch.

busted/stuck freewheel/freehub. Flush with wd-40 or similar spraycan oil, see if that frees it up. A search should yield plenty of threads about it.

I assume it is external. It does have a drum brake on the rear.

+1 for the WD-40 flush.
I've seen some very crusty freewheels made usable again that way.

If it is an old Sturmey Archer three speed, you might be stuck in that notorious "neutral" gear between speeds 1 and 2. You might have to adjust the cable tension with the barrel adjuster that should be down near the hub.
