Removing Fixed Cup from Early 80's FUJI

Recently recieved an early 80's Fuji, Tourer Pro I think it's called, It's in pretty bad shape so I decided to strip it down to potentially powder coat it. Problem is I can't get the right side fixed cup off the bike for the life of me and I want to upgrade the BB. This is reverse threaded right? I've used a vise and every bb tool I can find and it will not budge, I think it's seized. Any tips to get it off??

If you use something like that, make sure you get a grade 9 nut/bolt. Mild steel hardware can break.

+1.....toughest fixed cup I ever removed, I used the homeade tool Sheldon describes. It still took a week of soaking in PB Blaster penetrating oil, and a few carefully placed hammer blows to the end of a long wrench, but that tool WILL work. I think the fixed cup I'm referring to had been in the frame for over 35 years, it was in a '72 Raleigh International. I drank a celebratory beer when it finally broke free.
