Rear tire shifting
Basically whats is happening is that my rear tire is shifting to the left and rubbing against the frame rail. I tried pulling the tired back (it did shift back) but then it began to do the same thing. I know something is loose, but what?

Only when peddaling hard? Picture would help, but axle or QR is probably not tight.

Horizontal drop outs, its a nikishi custom sport. At first it was happening when i was peddling hard up hill... now its just happening all the time

If you don't already have a shimano QR, get one. If you already have one then you aren't tighetning the QR enough or the hub axle is protruding past the dropouts. Meaning you'll need to shorten them or the QR will never hold your wheel in place.

Tire loose? Do you mean wheel? Maybe the wheel is not dished correctly, it does change as the spokes stretch.
Maybe the wheel isn't seated correctly. Loosen the skewer when the bike is on the ground and then notice if it moves. If it does, you didn't have it set right. Always tighten the skewer when the bike is on the ground, never on a rack.

Now just make sure the front wheel QR skewer is not similarly maladjusted, or the wheel might fall out one day and kill you.
