What does it take to press out and press in new bearings? What procedures and what tools?

I presume that you mean hub bearings. Per the Phil Wood web site they offer tools for doing the replacement but they are not cheap. Probably better to find an LBS with the tools and have them do it.

Yeah, the sealed hub bearings. I saw tools for bottom bracket work, but I didn't see anything for hub bearings.

That's probably good advice. These hubs are very expensive and damaging them because you don't have the experience and tools would be very costly.

Contact Phil Wood and ask about bearing replacements. They may tell you it's easy and straightforward or insist that you return the wheels to them for repairs.

The phil hubs are designed to be field serviceable. You need two allen 5mm wrenches to take it apart. The bearings have numbers on the dust seals which is the replacement size.

Unless you have the older hubs, in which case they can be pressed out or gently hammered out using the usual precautions to prevent damage to the parts.
