Headset upper / lower races too small?

i'm restoring a new / old bike and have it stripped down to frame and fork.

i noticed the upper and lower races are not tightly pressed into the head tube as usual but relatively loose.

i'm able to pull out the lower race pretty easily and the upper race takes a moderate amount of hand pressure to pull out.

i've restored about a dozen old bikes but i've never seen something like this?

its a Zeus bicycle with a Zeus 2000 headset. do i need to get a complete new headset with slightly larger diameter races? anybody have any experience with this?

Well I would guess it is either a too small replacement headset, or the headtube ends have been wallowed out. Is the headset in good shape otherwise? If so you could beer can shim-fit it, or get a qualified LBS/framebuilder to fill in the headtube ends for a tighter fit.

If the headset were older Japanese, I'd guess someone installed a JIS headset in an ISO frame. Since both components are European, I expect that's not likely.
