Can't reach the 28t cog?

I have a caad 9 frame and neuvation rear wheel, Sram force rear derailleur, and when the derailleur is fully extended it doesnt reach the last cog. Any suggestions on how to get it to reach?

First, put the bike in a bike stand and spin the cranks and simultaneously pull on the bare derailer wire on the downtube and see if it shifts. If it does, then it's most likely a cable tension problem. If not, then adjust the derailer stop.

what exactly is the derailleur stop? All i know is that the derailleur will not move out any farther.

It's the screw which pushes against the derailleur hanger (frame). Turn it in to accommodate a larger rear gear.

The derailler moves in to the 28T cog and moves out to the 12T cog. If it isnt a cable tension thing, it will be a low limit screw or B screw adjustment as shown on Sheldons page.
