Shock seal on the right won't stay put... what can I do?

I have a 2008 Diamondback Response Sport. On the shock, the right seal of the fork moves with the fork. Meaning if I take a hard landing, the seal sticks to the fork as the shock decompresses, while the left side stays put where it should.

I did everything I could to get the seal back down where it should be, but with an easy landing now, it comes back up. What can I do to get this gizmo to stay? Any ideas or cheap replacement seals that'd work with it?

    Didn't work.

Guess I'll make the 40 minute drive to the bike shop and take advantage of my 2 year warranty I paid extra for.
