Park Tools TB-1 & TB-2 for sidewall cut repairs

I got a small cut (1/8 to 3/16 inch) in the sidewall of a rear tire Saturday.
Sunday while looking online for other tools, I stumbled across the Park Tools TB-1 & TB-2 sidewall repair boots.
Are these intended as a permanent repair or merely to help you limp home?
What is the difference between the two or is it a difference in quantity of repairs? Or is the TB-2 merely an upgrade of the TB-1?
It's a 700x35 tire, on an old commuting Raleigh Super Grand Prix road bike (the factory original was 700x28).

I suspect the tire was probably approaching the cords anyway so was intending to see if I could fit a 700x38 on the rear or some other semi-wide rear.

I have a new 27x1 3/8 that seperated from its bead during its first 10 miles-could the TB-2 also fix that problem?

Boots are meant to limp home, not as a permanent solution.

There is nothing you can do about a separated bead.
If it happened in 10 miles, you need to take it back for a refund.

I use cut up pieces of old tires as boots and I use them as a permanent solution. It works for me.

I put a piece of corrugated cardboard in there and it is working flawlessly-not a trace of a bulge.

+1 on Shimagnolo. You can also use a dollar bill for a boot.
