need advice - rear wheel moving
I am having a problem with my rear wheel when I climb hills. It is shifting the it starts to rub against the frame. I have to stop and re-set the wheel. Am I not tightening the wheel enough? Should the nut on the other side of the hand-crank have some 'play' in it?
I am new to this sport so any advice would be appreciated!

You have a quick release? The nut on the other end should be tight enough so that you have to put a fair amount of pressure on the quick release lever to close it. The lever should leave a bit of a red pressure mark/imprint on your hand. (not a permanent mark!)

If it's annoying enough, you may want to replace the quick-release skewer. Different types have different leverage-ratios and clamping pressures. The material at the mating surface also makes a difference and the ones with steel teeth tends to grip better than alloy. I like the Shimano ones.

2) Install it
3) If you're still having problems, post back
If convenient, take a picture of the rear wheel axle area.
