front der. shifting issue

Am building up a Titus cross frame, 2 x 9 setup w Ultegra brifters, Ritchey 48 x 34 cranks, Isis 118 mm b/b. Frame has top routed der. cables, am using a clamp-on pulley for the down-pull front der. I have mounted. I cannot get the f. der. to shift onto the big ring. What's up w that...?

Before attaching the front derailleur shift cable the shifter must be in its lowest position. Have the chain on the smallest chainring and largest cassette cog. With the cable detached flip the smaller shift lever several times while pulling the free end of the cable. This is to make sure the cable end is fully seated in the shifter and all slack is out of the cable. Attach the cable with no slack. Be careful with the cable routing.
Once this is done set the low limit screw on the front derailleur.
