rear derailer not shifting into the lowest gear or two

I replaced my rear derailer cable today for the first time, but now I can't shift into the lowest gear and sometimes the lowest two gears. I think the problem may be that I couldn't fit the ferrules on all the way on the housing that feeds into the RD, but I'm not sure and I hope someone can give me some helpful input. The RD is high-normal (it defaults to the highest gears).

I also tried fiddling with the low limit screw, but it didn't do anything.

Your problem is cable tension. The limit screws are just that,they limit the travel of the derailleur. Go to either the park took web site or Sheldon Browns they have very good instructions on how to adjust the derailleurs.

you have the tension too high. release the cable and this time don't hold it so tight. if the dérailleur move as you pull on the cable then it to much.
