    Hub cone tightness?

Is it normal for the cones on a hub to get tighter when you tighten the quick release?

I find this to be very annoying as i cant figure out how tight to make my cones until i try it out on my bike.

Put some washers between the end of the axle and the quick release head and nut, then do the bearing adjustment with QR tightened.
