fork and heatset installation

fork and heatset installation
i am slowly piecing together a bike and need some advice about installing the fork and headset.
i am installing a threadless integrated headset and a 1 1/8" fork.
the headset is a crane creek IS.
the fork is a bontrager satelite plus
frame is novara strada
it seems that the bottom of the headset doesnt fit properly to the fork leaving a gap between the fork and the bottom of the head tube.
hopefully it is apparent to you what I am talking about when you look at the pictures.
are these 2 parts not compatible or do I need to force that part of the headset onto the fork?

Slide it over the steer tube and then just pick it up and let it drop until the race is in place. There should be no gap.
