A little help with FD adjustment please

Down tube 7 speed with 2 gears in the front.
My LBS adjusted the rear yesterday as I was popping out of the high gear (23) when I was climbing a hill.

Okay that said, Now my front will NOT go up from the 42 to the 52. The cage moves, but is a bit shy of pushing the chain over.

Should I adjust the H limit screw or is it a cable issue.
I always thought once you set the front screws that they should be left alone, but if I kne wfor sure I would be giving the answer vs asking for help.

Pull on the cable itself instead of using the lever. If pulling the cable moves it to the big ring, it is a cable adjustment issue. If it won't get it to the big ring, it is the limit screw.
