Front wheel rock/Brake problem?

Front wheel rock/Brake problem?
so, I have this brake problem on my panasonic sport 1000. Everytime I apply the front brake the bike rocks vigorously. I tested the QR skewer and adjusted this, but to no avail. I moved the brake pads, nothing. Finally, I decided to add a solid bolt on axle(hoorah for theft detterent) and now the shaking has been dampened a lot, but there's still some left. The headset is secure and I overhauled it a couple months ago.
Anybody know what the heck is wrong with it?

By "rocks" do you mean fore-and-aft or side-to-side? My first thought is to check the headset for proper adjustment again. Also are the rims smooth and intact? Finally, inspect the frame and fork carefully for cracks.

Hello. check the brake pivot bolt and make sure the arms of the calipers are not too lose. does sidewall of the rim have dents or bulges? (sometimes hitting a pothoe or riding up a curb can cause the rim to 'flair out' a bit) try using some medium grit and paper on the paps to clean them and some acetone (aka nailpolish remover) to clean the rims. either the rims or pads my have dirt causing them to grab tighter or not evoun in different areas.
