What is this stem piece for?

I was inverting my stem last night and I noticed this piece in it.
What does it do? what do the marks mean?

My bike is a specialized allez. Do all stems come with this piece, or is it yet another separate piece to tune the stem.

It looks like an adapter to put a larger stem onto a smaller fork tube.

It's an adapter to adjust the angle of the stem. It's a proprietary Specialized piece that will only work with their stems. I believe that to make the adjustment, you spin those adapters around the steerer tube and the stem will angle up or down depending on the position. You might want to talk to your LBS who deals with Specialized to confirm, or search online to find more info.

My Easton EM-90 has this also. Just tried it a few minutes ago. I don't need it so just put it back in the box.

I hope we don't need it

The piece that came with your Easton stem is almost definitely an adapter to use a stem designed for a 1 1/8" steerer on a 1" steerer. Assuming your steerer is 1 1/8", you don't need it.

YOU NEED THAT PIECE TO WORK WITH YOUR SPECIALIZED STEM. True, it is an adaptor to set the angle of the stem from 8 to 16 degrees, but the Specialized stem needs that piece to attach to a 1 1/8 steer tube. If you tighten it without that adaptor, you risk damaging the stem.

Reread my post and the post I replied to. We are talking about an Easton stem, not a Specialized one.

It is a shim and it is necessary to work with the Specialized steerer tube. Without that shim Easton would have to make many different size threadless stems.
