Cant get into smallest cog in back

Cant get into smallest cog in back
Just re-installed all components on Cervelo RS frame after apint job. Have 52-39 in front and 12-27 in rear. Everything shifts ok except cant get into smallest cog in back. Could it be shfiter problem? How to i find out if it is? Limit screws seem to be ok, if I manually psuh derailer over it will jump into the gear. It just would slie down on it> Any suggestions. Loosening the cable doesnt do anything. Any thoughts would be appreciated. All new cables and housing.

Is the wheel seated properly in the dropouts??

Release the DR cable completely and see if it will go into gear. If so, either the cable tension was too high or you didn't make sure your shifter was in the highest position when you originally ran the cable.
If that doesn't solve the problem, then likely either of the other replies may be the case.

I probably didnt have the shifter in the highest position when the cable was installed. I will check that and let you know, Thanks so much. I bet that is what i didnt do.
