rubber housing on shifter cable

Noticed recently this rubber housing sitting halfway on the rear shifter cable under the chainstay and was wondering where exactly this piece goes... doesn't look right just sitting there in the middle of the cable. I can't find a similar piece anywhere else on the bike...

It's a dust seal that mates with a special ferrule that has an extension. Often the extension breaks off, rendering the piece in question useless. If that's the case, I would just remove it.
