I have an old Marzocchi Atom Bomb suspension shocks on my GT Zaskar LE. I'm in the process of switching the shock to another frame.

The steer tube is about 1" too short. Can the steer tube be exchanged for a longer one? Or do I need to replace the whole shock?

In most cases with threadless steerer tubes, the steerer tube is part of the upper crown of the fork, and therefore cannot be replace with another to continue using the same fork. Unless that fork is unique, it looks as though you are going to be needing a new fork. If you've got spacers between the stem and the headset, you could try removing them/some of them and playing with stem rise/length to get the fit back because removing some spacers could give you that extra length you need for the stem to clamp the tube correctly.
