Is it normal for the rear cassette to oscilate?

I was preparing my rear wheel to be trued when i noticed the rear cassette was oscilating. It isnt bad. But it kind of of a slight wobble. It is a brand new sram cassette. No weight on the wheel when testing. It stops as the wheel starts to slow down. From just looking at it the wheel hub looks fine. It appears not to oscilate. Just from the casette side only when the wheel is at a higher speed.

Is this anything to be concerned about?

it's pretty normal for it to bob up and down.

it's only a concern if the cogs are loose and rattling around.

Normal.
Your's is not very pronounced at all. I've seen many (and owned many) that were much worse. This is a weekly inquiry.
