stem with wedge/expander bolt on top?

Hi folks,

I'm wondering if any of you have seen one of these before. It's a Trek 950 from the early 1990s--True Temper lugged frame. When I tried to remove the stem to see what size it was, part of the stem came off, revealing that I had loosened an expander bolt on the *top* of the stem. I kept loosening it trying to remove what I imagine was a plug, but nothing seemed to be happening, so I paused there to see if the bike forums hive mind had any tips. Any suggestions appreciated!

There should be another one , a wedge on the other end, You may have just unscrewed the bolt from the bottom wedge,

but it is still wedged in Place ..

standart practice in quill stems is unscrew the bolt until its Proud above the top of the stem,

Then hit the end of the bolt with a Hammer (soften it with a Piece of wood if you wish.

It won't , Or Shouldn't, take Much force ..

If nothing still moves, Suspect galvanic corrosion between the aluminum and the steel fork steerer .

The Original Interloc Racing design made a double wedge quill stem from back in the Mountain Bike 1" fork Era.

A design I appreciate , particularly in service of cycle touring and packing the bike in a Box to Go somewhere by Air.

Quill would come out leaving cables as Is. (rather than needing them looser to pull a whole quill stem UP & bars out. )
