Can you be any more vague in your description of how your cones feel?

If they feel like they are grinding then adjust them to the correct tolerance. Often hubs on new bikes, both low and high end, come a bit tight from the factory and need to be properly adjusted upon assembly. BUT you said this is a new hub...rule of thumb on all components whether new or used is to check for proper adjustment and make any necessary changes. If it were mine, I would crack her open and see if there is adequate grease inside, if there is then just close her back up and adjust properly. If there is not adequate grease then clean it all out, clean the bearings, add fresh grease, close up and adjust cones. If you need more info check out parktools website on hub overhaul.

The hub is most likely not adjusted properly from the factory. The hub should spin smooth with no roughness. You can easily inspect the general condition of grease no/grease by removing the cone/locknut off one side and removing the axle. Overhaul as needed and adjust as needed.

+1 on Operator's recommendation. I find most new hubs, both Shimano and Campy at all levels, come adjusted a bit too tight. I open them up to check the grease fill, replace it if needed and readjust the cones to the proper adjustment.

Build up a wheel first. The stress on the hub flanges will change the bearing adjustment. If it is still off, then readjust it.

Perhaps so but the hubs I described as being too tight initially were part of complete wheel sets.
