Mix and match components. What works and what first?

Ok so I just got an '03 Marin Argenta road bike. Right now it is brand new but in time I want upgrade the components. Bike is outfitted with a full Shimano Tiagra grupo.
  • What is the best way to upgrade these components?
  • Will Ultegra components work with the Tiagra components?
  • What path would you take for upgrades?
Thanks

All shimano 9 speed stuff is intercomaptible except for the tiagra crank /BB which is square taper rather than octalink.. One other exception, pre 2002 DA shifters were only double.Post 2002 DA shifters were double or triple specific
