Getting to Rolf Pro Vector bearings.

Ok, most wheels have the little caps that come off easy, then one smacks the axle and the bearing pops off. My RPV's are a little different. That front cone is a unit that contains the seal, but also the surface on which the drop outs lie. They have about 3/16" surface that is pressed into a cylinder that runs through the hub. Mechanics use pliers to remove them by wiggling back and forth. Does anyone know of a tool to do this?

Note: There is no way an Xacto or small screw driver handle this. It's a pressed on piece that is solid, not just a dust cover.
