Spoke puncture: Replace or repair tube?

Spoke puncture: Replace or repair tube?
I've got a spoke puncture on a double-walled rim where the tube has pushed passed the outer wall and deformed, and the hole is at the tip of this dimple. There are other dimples of varying size on the inner tube, some as big as the punctured one. The rim tape is rubber and is indented on most spokes.
I'm going to get some cloth rim tape to replace the rubber, my question is should I replace the tube as well or just patch the one hole? My thoughts are that when the tube pushes through the hole it stretches and weakens, so as there are several other places where it's done this I should replace the tube as well (it already has about 5 non-spoke puncture repair patches on it!)
What's your opinions on this? Am I right in thinking cloth tape will stop the tube expanding through the outer wall holes better than the original rubber tape does?

First thing to do, is as you say, is to replace the rubber rim strip with cloth Velox tape. Second go spent the $5.00 or so for a new tube.

I'm with Hycycler, keep the old tube as a back up in case you or some one else needs one asap(patch it first)lol
