Identify missing part for cantilever brake

Hi, My mate has a really old MTB and has lost a ring from his front right cantilever brake. Its function seems to be to hold the pad in place. Does anyone know what its called and where I can get a replacement? I'm afraid I don't know the make or model of the brake.

That ring is to adjust the pad angle. Not sure what you would call it. Eccentric washer maybe.

scavenge something from another shimano cantilever brake in a bike shop parts bin.
