How strong should a rack be?

I just got my bike and have a rear bike rack on it. I use it for commuting back and forth to work which is about 9 miles. The only thing that I put on the rack is my laptop case which I bungee down. It weighs a total of about 15 pounds with everything in it. When I got home last night I notice that my rack is leaning over to one side already. I basically bungee the case down in a x. Is this too much weight for a rack?

Racks come in several weight ranges with touring racks good to 30# or so. You
definitely need a stronger rack and I suspect a better mounting system for the
laptop. A side mounted pannier type bag would be less flexy than a top mounted
