How do i take this dang thing off.. I would like to sand it down and re paint this old thing. (In the process of making a fixed gear.) Please help!!
I have taken off the long bolt on the top
unscrewed all the other little bolts on the top... its super loose but will not fully come off.

So do you have the stem off? Can you take pics?
In most cases:
If it's threaded, you'll have to remove some parts of the upper headset. They are usually more like big nuts than little bolts, although some had a clamp ring with a little bolt in it.
If it's not threaded, the fork should drop out once you take the stem off.

Try pulling the stem out of the steerer tube, and make sure you save that third pic so you can reference how all the top headset bits are ordered. (I'd flip the bike back over, fork ends in the carpet. Brace the forkends between your feet and twist the handlebars back and forth until the stem comes free, might even be easier if you put the front wheel back on)
The fork could be snagging on that reflector mount or a keyed washer, or...
You'll also have to retrieve the stem wedge from the steerer tube.
Next time, try only loosening the stem bolt a few full turns, then rapping on it with a hammer, then pulling out the stem, THEN proceeding to remove headseat nuts, washers, spacers, etc.

Glad you got it out. Based on the 3rd picture, I was gonna tell you that you needed a bigger hammer. ;-)
