Handle Bars are connected to the St-em and the stems are connected to the...

Fork, or the little heady thing on the fork. What's the little heady thing on the fork called, at the top of the steerer tube, so that the stem can grip onto the fork?

Unless of course it's a quill stem then it attaches "inside" the steerer tube!

do you mean for a threadless headset? You mean that (double) six pronged thing inside with the threading for the bolt that drops down from the stem? No idea what that's called. But today I banged one out to cut down a steerer tube I kept asking myself,"what's that called?"

Note that if you're attaching to a carbon steerer, you wuld substitute a compression plug for the top-cap and star-fangled nut.
