cant true wheel
I have a brand new wheel that i cant get trued properly.
There is one section that has apparently too much tension which makes it untrue rotationally. but it needs that much tension to be true axially.
I have no idea what went wrong, i could just tension the rest of the wheel but some of the spokes are quite tight

If you can't balance things up then it may be time to loosen all the spokes and start again.

take it to a pro to be trued. there is a lot of info to under stand before you build and true your own rims. the local bike shop where i live only charge $10 per rim to true a rim.

Truing and properly tensioning are two diferent things. The OP is trying to learn to tension his wheels - a worthwhile cause. Tensioning would cost a bit more and I have found that about half the shops I encounter do not have anyone on staff that can do any more than a simple truing. The OP will benefit for years to come by patiently learning this skill.

ways to work around trueness: loosen the two neighbouring spokes or tighten the spokes neighbouring those.

sometimes, the nipple and rim or eyelet will bind, but it's not because the spoke is at maximum tension.
I've had some nipples get really tough to turn at 100kgf, which is less than what the rim could do.

That's what I think too. I'd loosen all of the spokes until there's one thread showing on eacy one. Then I'd gradually bring the wheel into tension by tightening each spoke by the same small amount. If you're starting with a straight and round rim you should not have to do very much final trueing.

Detension the wheel so that you can just see the spoke threads at the inside of each nipple all the way around the wheel. I would expect the rim to show a bend in one area. If so that has to be a rim defect. Return it. If it does not show a bend then slowly and alternately retension, true, and round.
