What do I do next?

So I've got a couple of old steel frames, 1 for me and one for my wife. I have all the tools, 2 Athena 11 groups, Wheels, Stand, etc. I've had the fork crowns and head tubes faced, bottom bracket shells faced and chased and I've installed the headsets and forks and sprayed inside the tubes with rust inhibitor.

What should I do next?

Is there any order that I should install the parts?

I was thinking
Stems/Handlebars
Brifters
BB/Cranks
Cogs/Wheels
Derailleurs
Chains
Cables
Bartape

Thanks for any pointers you can give me these will be my first builds.

Sounds reasonable. It really doesn't matter, unless you have internal cable routing, and having the BB in will affect threading the wires. Usually I install the BB, hang the cranks, derailleurs, rear wheel & instal the chain first, then mount the bar, stem and levers and thread cables later. (more habit and ritual than anything else) Probably the only thing that matters is bar tape should be last, other than a few strips of electical tape to hold the housings in place, so it's less likely to get dirty.

1) Install bb/cranks, brakes/derailleurs, seatpost/seat,stem
2) Install cassettes onto wheels, and tyres/tubes
3) Install wheels onto bike
4) Install handlebar/brifters and adjust position with bike off the stand
5) Cable
6) Bar wrap
7) Complete bolt check
8) Test ride

Step 5 assumes you have some semblance of the correct fit, otherwise you may find yourself lengthening/shortening a whole bunch of housing. Leave them long if in doubt, and trim later. Campy 11 speed cable sets are not cheap. Wheels have to have tyres on an inflate an on the bike before you can adjust bar rotation/brifter position. And you need that to actually start cabling.

FBinNY both frames have internal cable routing through the top tube but I guess you mean downtube.
