Frame damage??

I just bought a used 2006 Raleigh competition from craigslist and when I got home I noticed there were some small bumps near the ends of the top tube. They are located on the bottom of the top tube and they just seem not as smooth as the areas surrounding it. Could this possibly frame damage or just welding?

Does the top tube look straight when you sight along it? Or is it curved a little? Are there matching ripples on the down-tube? Is the paint cracked in either place or has the frame been repainted?

Yes, no, no, no => Don't worry about it- Raleigh had some quality issues in the dark years. But this is all speculation until pics.
