700x32C to 27x1.25 inch?

My question is wether this would work. I have an old trek 400 with Matrix titan 700x32C rims. It needs a new front tube and tire, yes the old one lasted just a week, but then again our roads are supposed to be paved in the following weeks, so hopefully the new ones will last longer. Bike doctor's prices range from $20-$40 on tires and $6-$10 on tubes. I checked the hardware store and they got a few 27 inch tires and tubes. The tires being, $8.99 and tubes $4. So you can see why I'd rather got with 27's. I just want to know if it is possible, and if it is, what all will have to be done.

Tube yes - tire no. 700C has a 622 bead seat diameter while 27" is 630 mm BSD - not compatible. Tube is less critical - assuming that teh valve fits.
