rear axle compatibility

I am replacing a bent rear quick release axle rod on a 7-speed Haro Vector MTB, and I want to be sure that I'm ordering a compatible part before I goof it up.

(I may have the spacer locations incorrect in the photo)

the threads appear to be 1mm.
I'm confused as to the diameter of the rod though. if I measure at the threads I get 9.8mm; and on the smooth area 9.2mm. I believe axles come in 9.0mm 9.5mm and 10.0mm, and am unsure how they arrive at those measurements.

all I need is the rod, but I suspect I won't be able to find one without the rest of the hardware.

glancing through niagara's catalog, would the following work? is there something better?

That axle will work. 70% of rear axles, and 99% of quick-release rear axles on Taiwanese and Japanese hubs, are 10mm diameter by 1mm thread. If it's a 7-speed hub, there's a slight chance that that axle is 5mm too long (146mm overall length vs. 141mm overall length) but that's easy to correct with a hacksaw.
