sis top route, top swing front derailleur

It wont shift onto the 42 (22/32/42). When it is on the 32, with the shifter set to the 2 position, the wire fixing bolt seems to be already as far up as it can go. Attempting to then shift into position 3 for the 42 tooth ring, the derailleur does not move, the cable seems to be at maximum tightness. I can push the derailleur out, but can not pull the cable up. Am I missing something?

    It is a c050.

Try adjusting the adjustment barrel either on the shifter or somewhere on the frame. Back it off 1/4 turn at a time until the shift into the 42. Your BB axle may be to long a short one may be needed.

The barrel wont turn because the cable is already as tight as it will go. This is the derailleur that came on the bike. It is a Raleigh Mojave 4.0 that I got used. I had a blast riding it this morning, but could only use the 32. The RD is pretty slow to shift too, I suspect the spring needs to be lubricated. It's frustrating because I know it would work if it were set up as a bottom pull, because then it would be pulling to the side, but unfortunately this frame isn't set up for that. Still scratching my head and considering buying a new FD.

Please clarify this. When you attempt to shift to the 42t chainwheel if feels like you are up against the limit screw but you can actually push the derailleur cage to the 42t chainwheel? Sounds like there could be something stuck to the cable preventing it from being pulled or a broken shifter.

When I remove the cable from the FD, the shifter will shift into 3rd, so I assume the shifter is not broke. When the cable is attached and the shifter is in the 2nd position, the cable is pulling the bolt all the way up, leaving nowhere to go when attempting to shift into 3rd.

If you disconnect the cable from the FD, can you push/pull the FD through the full range of 3 chainrings?
I'd try re-setting-up the FD by following the "Adjustment" procedures below the "Chain Length" section of the Shimano guide in your link.
