That looks like a threaded headset to me. Are you changing forks to a threadless 1inch fork? Or, do you just want to mount a threadless stem on your current threaded fork. If the latter, you just need one of the many threaded to threadless adaptors made by Profile, Origin 8, Delta, and others, most for less than $15. Probably the prettiest one is sold by Velo Orange. Any 1 1/8 inch threadless stem will fit on the top portion of the adaptor. Then, the adaptor fits into your threaded steerer and tightens with a wedge, just like a traditional quill stem. Switching to a 1 inch threadless fork will require a threadless headset, spacers, and a stem, in addition to the new fork.

I don't know if this would require a new fork as the one you have would be cut down for the standard threaded headset. Plus you would have to find a 1" stem.

Better to look at the conversion stems from 1" to 1 1/8"

Thanks.. My stem is stuck in my forks.. I have been soaking it in ammonia for 2 days..
I have a extra pair of threaded Kestrel Carbon forks.. but I'll need a new stem.. ..
I have a Super Record headset.. so I think I'll just stick with what I have....
Cut the quill stem off.. pull the forks out.. put new forks in.. redo the bearings on headset...
get the quill stem adapter and a new stem.. should be fine for me.. I'm not racing .. thanks for your help...

You will certainly need a new fork unless your current fork's steerer is so long you can cut off ALL the threaded portion and clamp the new threadless stem to a completely smooth steerer section. This is highly unlikely.

Can you unscrew the top bolt of the stem? If you can loosen it put a piece of wood on top and use a hammer and give it few shots to get the wedge released.

Sometimes I have to whack it hard with a 5-lb mallet. I put a 6mm allen-socket into the bolt and hit it HARD. Be careful not to unscrew the bolt all the way from the wedge, just 2-3 turns to it's raised above the top surface of the stem. You don't want to damage the threads on the bolt & wedge. Well, I guess it doesn't matter if you don't plan on using the stem again. Having the bolt engaged with the wedge helps all the hammer blows go into the right areas.

Yeah, I know about them, in fact I have one on an older bike. However, the OP was asking about a new threadless headset and that would indeed require a new fork.
