Corroded Fenders, chainguard. Can sandblasting fix it?

I got a chainguard and fenders which are corroded and wondering if sandblasting can smooth it out again? If it works, I will let a body shop work on them and powder coat them as well.

As long as you don't blast with sand, use something milder such as glass beads,
walnut hulls or perhaps plastic media. Sand cuts pretty deep in the heavy handed
and if the rust is significant, might blow some holes in the sheet metal. Be a good
idea to phosphate the result just to convert any residual pockets of rust before
powder coating. (Naval jelly etc). Result won't be smooth just nearly rust free.

powder coaters blast things to prepare the surface..
it's gotta be free of handling, as skin oils can contaminate the metal surface.
