Your picture is very blurry and taken from the wrong side to be able to point out where it attaches. Before you struggle with your cell phone camera any more first check out the brake installation guide at www.parktool.com/repair . It's highly likely that reading and seeing the pictures related to road bike calipers will answer your question.
