I had those once. They kept getting rubbed out of place. My white frame did still get scuff marks, although I'm not sure if they were from the bumpers, or from the cable after the bumper moved out of place.

As others have said do not remove the stickers that prevent cable rubbing. However your LBS can get some very nice carbon fiber replacement rub protectors. I'd post a pic if I had one.

actually if you look at my drive side chain stay you can see that I used the carbon fiber rub protectors to sorta protect from the chain.

Thanks for the advice.

I left the head tube stickers on, and removed the "Register your Bike" sticker. It came off cleanly, and a little acetone removed the residue. There's no difference in the paint color.

Here's the bike with new handlebar tape and stem:

Thoes bumpers that Burton mentions are made of a silicon type material, and do not mark, they do an effective job instead using a protective sticker on the frame.

Good point -- actually she's been in Sweden visiting her family, and she'll get home today. I have the bike all cleaned up and in the living room waiting for her. She saw it, of course, when she tried it out, and it was her decision to buy it, but she hasn't seen it all fixed and cleaned up.

I'll post pictures with her on it soon (if it ever stops raining). In the meantime, here she is on her old bike:
