Are these single speed freewheels? A photo would also help.
Here are pictures of a variety Shimano 16t freewheels
that don't all use the same remover, so you can see it isn't an easy answer without particulars.
Freewheel removers are specific the engaging ring or notches on different freewheels so an exact match is required.
