Sticky dust seal on front hub causing drag.

Sticky dust seal on front hub causing drag.
The rubber dust covers on my Ritchy hub create substantial drag! The bearings are adjusted properly. With the dust caps removed the wheel spins freely. With the seals in place, if I spin the wheel and try to support the axle with my index fingers the wheel will roll off!
I have put Tri-Flow on the seals and that helped very briefly. I put a light coating of teflon grease on and that didn't seem to do much.
Any other ideas?

when something seems sticky on my hubs i generally take it all apart, clean it all and then re grease it all. Just dont lose any bearings, genearlly i keep a tray under my work area
