Old frame, overtightened kickstand, safe?

Old frame, overtightened kickstand, safe?
I recently came into owning a 1977 Nishiki International. I was going to clean it up but as I was disassembling it I noticed the previous owner really did a number on the frame by over tightening the kickstand causing the tube to flatten. It deformed the tube enough that the paint on the side is cracking. I don't see any visible cracking of the metal however. Safe to ride?

Generally, superficial damage in steel frames is negligible. Steel is not brittle like aluminum or carbon. My guess is it's safe, if there are no visible cracks or places where it got pinched so much it would be likely to crack.
It looks like there's a fair amount of rust though, if the frame is rusted inside and out it could be a problem.
