Warped seatpost clamp. Bianchi Brava 1987
I picked up a 1987 Bianchi Brava and the guy told me a 27.2 seatpost was too big. I picked up a Japanese 26.6 and had no luck getting it in. I think the clamp is football warped slightly. It's really close to fitting. I'm guessing temperature and oxidation? It's chromoly steel.
Any ideas? Should I try sand paper and PG-13 lubrication or hit up the LBS?

No idea what that bike uses but sheldon brown shows that the brava 1999 was 26.6, do you have a caliper? U have to measure the ID of that seat tube.
Good luck.
Good luck.

If the specs are saying 26.6 and your 26.6 is very close and the collar is football shaped, then you might try prying the seat lug just a wee bit wider. With seatpost out, take a large flat screwdriver and slide the flat end between the base of the seat lug (the slot under the binder bolt - NOT the metal of the binder collar, but the lug with a cut in it the collar is brazed onto). Turn the screwdriver a bit left and right to spread the seat lug a bit wider. Just a little bit. Now try the 26.6 and see if that fits.
