Need an old Schwinn 21.15mm quill stem... anyone?

Trying to fix up an old Schwinn Free Spirit Cruiser, just for fun and experience. Long story short, Sheldon says I need a 21.15mm stem to fit the steerer tube. (The standard 22.2's don't fit; I thought I had something that would work, but I think it's just a 22.0, and it won't go in.)

Checked out a couple of LBSs, but no luck.

Looking for a 25.4mm clamp, preferably. Anyone have anything? Just thought I'd ask...

Actually... the stem I thought would work actually does go in, but it's the tightest fit I've ever seen for a stem. Have to twist it in using the handlebars to provide leverage/torque. Is this something I should not do? I remeasured the stem, and it seems to be less than 22.0, more like 21.5, but not 21.15. Doesn't look warped or anything. It's got an expander bolt, so maybe the stem just got expanded a bit too much at some point?

J & B Importers has a few 21.1 mm quill stems, so you just need to find a bike shop that has an account with these fine folks. Or, you can order directly from Bike Parts USA (bikepartsusa.com) or Niagara Cycle Works (niagaracycle.com).

I see them on ebay often. A vendor there caters to the lowrider bike market, they have Schwinn size stems. Usually search for "21 quill" or something like that.
