Advice - Frame for road bike

Just looking for advice. I think my next road bike will be one I assemble. Can you help me choose a frame? I want to start with a new frame and forks, not a rebuild or ebay CL etc.

Here's the scheme. I'm not going to build it all at once to the level I want, but evolve it over time from a rideable low end bike. I plan on buying a head set stem and bars and a decent crank set with bottom bracket. I'll probably just move wheels over from a low-end road bike I have and I have a box full of old parts for the rest.

For now, just the frame/forks. I'm hoping to find a compromise between price and quality, decent enough to justify non-beater components, somewhere at the best price point in $100-200 range, plus forks.

What are the possibilities within these parameters?

Off the top of my head, Nashbar frames are pretty cheap. They have a sale on right now.

I'm riding a 53cm frame now which seems fine. I have dead-center median proportions of leg length, torso, arms etc so whatever is most standard is likely the best fit.

How about the motobecane frames like these https://bikeisland.com/cgi-bin/BKTK_S...ls&ProdID=1041 ? Is that cheap junk, or a pretty good option? (I'm not ignoring the Nashbar, hybridbkrdr just exploring.) Anyone heard of the Liberty 3 frame set? https://bikeisland.com/cgi-bin/BKTK_S...ls&ProdID=2147
