servicing older Time ATAC pedals?

Can anyone tell me how to go about servicing a set of older ATAC's? I just got a pair used off of ebay (see attached pic), and the axle on one of the pedals is WAAAAYY loose, and feels like it really needs some grease in there. There's a kind of metal cap over the axle that seems like it needs to be removed, and it has like pin holes on the side of it which I would assume you need to use to take it off. Is there some kind of special tool I need? Thanks! -Steve
