Campy Hiddenset Question
Do I need a press to install any of the parts to this? Or is it just put the parts in the headtube, put in fork, stem, etc...
I think I've gotten everything on it, but the dust cover rotates when I turn the handlebars with everything tightened down. Is that supposed to happen?
Also, there is a 1mm gap between the top of the headtube and the bottom of the dustcover. That can't be correct...

The dust cover will rotate when the handlebars are turned, as it assembles onto the upper cone race.
Installation of the cups should not require a press. There is a chamfer about 3mm inside the ends of the headtube that ensures concentric location of the cups.
Gap between the the ends of the headtube and dust cap or fork should be 0.6-0.9mm. The top cup will protrude slightly from the end of the headtube and run against the orange seal on the upper cone race. The bottom cup will be recessed slightly in the headtube.
It sounds like you have done everything correctly. A slightly larger than normal gap may simiply indicate that the frame manufacturer milled a bit too much off the end of the headtube. However, if your not sure and want a copy of the instructions, there may be copies available on the Cmapgnolo website. If not, I can e-mail them to you.
