What the heck is this for?

It holds the pad in. You just unscrew it and take the pad out when you change the pad.

If you installed the pad holders correctly (with the closed ends forward) the screws do nothing. They are there to prevent the pads from ejecting if the holders are oriented the wrong way. Sort of the Lawyer lips of brake pads.

Ok, thanks. I installed them as a complete unit and wasn't sure if it was some kind of adjustment I needed to worry about. Thanks again!

Some times the brakes are used to prevent a bike from rolling backwards.
