Is this hole suppose to be for Disc Brake?

Hi guys,

I wanted to ask if what I have on my front fork meant to be for Disc Brake?

Most of the images of Disc Brake mounting holes has two holes instead of one. So maybe this is a older style of mounting which require an adapter?

Please help list the parts needed and if there is a link, even better.

Thanks!
